Welcome to the West Kittanning Congestion 3R and Bridge Project Website.

The overall project includes four, independently prepared projects compiled and bid as one overall project as Project No 57406. The four projects include the following:

Project A - West Kittanning Congestion - 3R Project
S.R. 1038, Section 171 and S.R. 3003, Section 171 (Butler Road)
Includes the resurfacing, restoration, and rehabilitation (3R) along with widening existing lanes and adding an additional lane, signal improvements, and miscellaneous construction from approximately 700' west of Southern Avenue to 700' east of Harrison Street at the limit of the bridge replacement project; including the realignment of the Linde Road (SR 1033)/Arthur Street intersection.

Project B - Surface Improvement Project
S.R. 268, Section 08S and S.R. 1038, Section 08S
Includes the milling and resurfacing from the Wal-Mart Plaza entrance near the Route 28/422 interchange to the SR 268/1038 intersection.

Project C - Surface Improvement Project
S.R. 4025, Section 08S (Pine Hill Road)
Includes the resurfacing and transformation of Pine Hill Road to a one-way road from the bridge at Butler Road (SR 1038) to the West Kittanning Borough boundary near Bluff Street.

Project D - West Kittanning Bridge Replacement
S.R. 1038, Section 150 (Butler Road)
Includes the demolition of the existing bridge over Buffalo & Pittsburgh Railroad and the construction of a four-span multi-girder bridge and a single span rolled beam T-span over B&P Railroad along with construction of two soldier pile walls and one T-wall retaining wall and reconstruction of the bridge approaches. It includes the reconstruction of the Tarrtown Road/Allegheny Avenue intersection. Butler Road will be widened to allow for a third lane up the hill on Butler Road.
